This paper contends that a lack of legal capacity impedes countries' ability to make full use of the options provided by the multilateral trading system - be it dispute settlement, ongoing trade negotiations, or the implementation of WTO obligations. In fact, there is not single WTO activity that does not require strong legal capacity. Against this background there took place a 'South-South Dialogue on Managing Trade Disputes', which focused on developing countries' experiences with managing disputes at the domestic level, with the aim of jointly identifying lessons and best-practices.
