This publication reflects on how South Sudanese warring factions have utilized the cantonment process, which was outlined in the 2015 peace agreement, to strengthen their own forces and extend their military influence. The text’s author also offers a number of recommendations aimed at assisting South Sudan’s government in implementing an effective cantonment process, including 1) reaching a national consensus on key principles before initiating the cantonment of forces; 2) generating inclusive dialogue on the transitional security arrangements; 3) ensuring that all sides commit to assembling their forces in the defense and security transformation; and more.
