This paper looks into the different stages of proceedings in a WTO dispute and the roles played by the various stakeholders at each step. The author argues that a dedicated dispute settlement unit within the government agency that deals with WTO matters is useful. This is because it increases expertise in dealing with WTO disputes and eliminates rivalries among different agencies in a country. He suggests such coordination may often represent a challenge for developing countries, but it is important to improve the involvement of stakeholders.
