This commentary assesses various potential South Korean countermeasures following North Korea's third nuclear test on February 12, 2013. The authors recommend that South Korea should initiate a complex countermeasure policy consisting of a range of military, economic and political aspects. They advise that these aspects should be designed to encourage the evolution of the Kim Jong-un regime rather than its collapse.
