Force generation is the process by which the UN Secretariat generates, rotates, and repatriates contributions of military and police personnel and equipment from member states. The complexity, speed and technical and institutional knowledge this requires produces systemic and unavoidable capability gaps. This paper examines the process and provides recommendations for reform.
