This paper argues that the "equal and universal rights for all citizens" guaranteed by the Russian Constitution, are not applied equally across the country's population. To demonstrate this it looks at access to higher education. The authors claim that although unequal access to higher education existed during the Soviet period, it did not create as many social problems as the inequality in the system today.
