This paper assesses the effectiveness of the EU's cooperation framework for its relationship with countries in Africa, the Caribbean and Pacific (ACP). The authors present the findings of a detailed review of the literature and the perceptions of past, present and future ACP–EU cooperation gathered from a wide range of stakeholders in ten ACP countries. They recommend that a multi-stakeholder bottom-up review of the EU's partnership in ACP countries could improve the outcomes of such relationships.
