This paper looks at a form of protectionist trade policy known as local content requirements (LCRs). These are devised at the national level as a tool of green growth policy, although their use remains questionable under World Trade Organization rules. This author reviews the breadth of LCRs in the renewable energy sector and summarizes the rationale behind LCR by presenting the pros and cons of these measures in two illustrative cases.
