This brief examines the implications of the transition period granted to least developed countries in the TRIPS Agreement as well as technicalities related to the 'no-rollback' issue. It argues that the central concern for least developed countries is the promotion of the creation of their technological bases. This is because the strengthening of technological capacities in these countries may lead to TRIPS-consistent rules.
