This brief addresses the problem of growing mistrust between states regarding the use of cyberspace. However, the authors argue that progress is being made as the UN process on Developments in the field of Information and Telecommunications in the context of international security initiated in 1998 reached agreement on a range of measures aimed at building cooperation for a peaceful, secure, resilient and open ICT environment on a global level. Furthermore, efforts are also being undertaken at the bilateral level, for instance with the development of the US-Russian agreement on Confidence Building Measures with regard to cyberspace and US-Chinese consultations on international cyber security.
