This paper examines the role of International Communications Technologies (ICTs) in crisis management, crisis response and post-conflict state-building. It discusses the potential of ICTs in providing critical information in crisis operations for governments and all parties involved, as well as their ability to improve security by facilitating early warning measures. Their effectiveness in humanitarian aid operations, peacebuilding and peacekeeping missions depends, however, on effective leadership and leadership support.
