This paper looks at the European Union's (EU) decision to include aviation-based greenhouse gas emissions into its Emissions Trading System (ETS). To put it mildly, the decision is not universally embraced. A coalition of developing and North American states, for example, views it as both a breach of state sovereignty and international law. What to do then? Well, according to the paper, one option might be to try and weave a sustainable development agenda into the negotiating process.
