This paper discusses the ways in which conflicts can promote democracy in societies. The author argues that conflicts reveal underlying problems, reflect plural interests and mobilize people, thereby promoting representative and deliberative aspects of democracy. The author compares the situation in India and Nigeria, two multiethnic societies where conflicts have led to different results, and concludes that conflicts can promote democracy in such societies, provided they have a sensitive conflict management system.
