Publication

The title of this publication is indeed self-explanatory. Nation-states are increasingly relying upon 'soft power' methods to help create common norms for themselves in cyberspace. To facilitate this process, they are also adopting confidence-building measures as they go along. That's all well and good, the publication concludes, but the development of norms and measures needs to be speeded up and expanded to non-state sectors.
