This paper looks at developments in Mexico's and Guatemala's war on drugs to examine government legislation on narcotics crime in Central America..The authors argue that the illicit drugs trade and militarized government are the greatest threats to state and human security in the Americas and describe an alternative approach of 'sustainable security' to the war on drugs. They conclude that Central American states must be allowed to develop their own policy strategies with the goal of undermining the power of the drugs cartels and ensure the health and security of citizens.
