This briefing paper looks at the practice of joint programming (JP) as an effort to improve the coordination of EU and member state development policy at headquarters level. The authors raise the question of why JP is relevant and illustrate its use through a case study exercise in Somalia. In concluding, they cite three recommendations for future exercises: be flexible, ensure commitment and account for the partner countries' political structure as a key variable.
