This paper examines the WTO Doha accord proposal drafted by a coalition of developing countries known as the G-33. The authors discuss the background and content of the G-33 proposal, which relates to domestic farm support payments that are exempt from cuts or ceiling under WTO rules, and explore how these provisions could contribute to food security. Noting some possible implications for trade and production in other countries, the authors recommend some alternative implementation models and outline some conceptual questions around the design of WTO rules.
