This paper analyzes the structural changes taking place in the multilateral approach to aid and the implications of these for the quality of aid. The author first looks at multilateral aid systems and the specific role of the EU as a multilateral aid donor. He then outlines traditional as well as more contemporary views on the strengths and weaknesses of bilateral and multilateral aid. He also discusses how performance indicators and analyses are used to evaluate the effectiveness of multilateral donor institutions.
