This paper examines domestic policy and market barriers that obstruct the adoption of solar technology and associated products in developing countries. In particular, the author looks at patterns of trade in solar products which can deliver electricity to people not connected to national or regional grids, the policies that hinder this trade - such as import tariffs and taxation - and other trade-relevant issues including those related to customs practices. The paper also explores how some of these trade-related barriers could be addressed through a sustainable energy trade agreement to expand access to sustainable energy.
