This paper explores how the Asia-Pacific Economic Cooperation (APEC) initiative to reduce tariffs and non-tariff barriers on environmental products could be transformed into a more comprehensive sustainable energy trade initiative (SETI). The authors first discuss and define the parameters of SETIs and a sustainable energy trade agreement. They then examine the Vladivostok outcome on environmental goods and the principles and the evolution of APEC, focusing on their relevance in promoting sustainable energy government procurement policies, local-content measures, environmental services, and technology diffusion measures. Finally, they set out possible ways the APEC initiative on environmental goods and services could be transformed into a SETI.
