This paper examines the use of soft power and public diplomacy in China's engagement with the new diaspora under President Xi Jinping. The first section discusses the Chinese diaspora, the concept of soft power, and China’s need for public diplomacy. The second section examines the evolution of the communist government’s policies and practices regarding the Chinese diaspora. The third section describes the three new diaspora engagement policies under Xi Jinping and their objectives: new immigration reform, new international communication, and new cultural and education campaigns.
