This paper analyzes the possibility of linking the South Korean carbon market to the European one. More specifically, the authors assess elements of the South Korean Emissions Trading Scheme (ETS) to determine which features have the potential to facilitate and which to prevent linkage with the EU ETS. They then draw on examples of previous linkages to make recommendations for South Korean policy makers on this topic.
