This paper provides guidance for members and staff of the Assembly of Kosovo (AoK) committees on how to prepare and conduct an oversight exercise on budget expenditure of line ministries. More specifically, it introduces the budget cycle in Kosovo, describes the role of the AoK in this process and explains the rationale for functional committees engaging in budget oversight. It also provides practical advice and step-by-step guidance through a budget oversight exercise.
