In light of Israeli Home Front Defense Minister Gilad Erdan's resignation, this paper discusses the disagreement in Israel over who should handle security of the home front. The authors discuss the implications of closing the Home Front Defense Ministry - a move recommended by the Erdan - and argue that the disagreement reveals a lack of clarity in Israel as to which government body has the authority and responsibility for enhancing the robustness of the civilian front and managing it during emergencies.
