This report highlights cyber-related developments and agreements that occurred globally between January 2011 and December 2013. In particular, it reviews 1) the cyber domain’s recent impact on regional security, 2) ongoing efforts to combat cyber-based crime and terrorism, 3) the use of cyberspace to protect and promote human rights, etc. The report also outlines some of the policy-related issues that will apply to cyberspace in the immediate future.
