This paper discusses how a surge in the prices of ivory and rhino horn has not only propelled the escalation of elephant and rhino killings on the African continent, but also exacerbated transnational security threats. The authors explain that African states need to co-opt and develop a broad range of law enforcement capabilities to tackle what is effectively a transnational organized crime challenge. Addressing this threat in the long-run, however, will require Asian and other countries to reduce the demand for animal parts on their markets.
