This paper calls for the development of a new, internationally-supported form of mediation that specifically focuses on blunting or reversing deteriorating political situations, and thereby stops armed conflicts from occurring in the first place. For this more tailored approach to work, however, specific mediator characteristics and skills will have to be developed, and a mediation unit within the UN’s Office of the Secretary General will have to be created, organized and operated.
