This publication presents guidelines for OSCE member states on protecting the human rights of of those who are at risk as a result of their human rights work. The guidelines are informed by key international instruments relevant to the protection of human rights defenders and aim to contribute to promoting equal protection of human rights for all. The publication includes an explanatory report as well as selected reference materials and resources.
