This paper suggests a new policy the South Korean government should adopt towards its northern neighbor in order to establish peaceful order on the Korean peninsula. More specifically, it maintains that in order to shift relations from deterrence to trust, South Korea should pursue a complex strategy that simultaneously pursues measures of deterrence, engagement and trust-building. The authors outline the specific goals and measures in each of these three areas and discuss the rationales behind them.
