This paper discusses Prime Minister Abe’s efforts to reinterpret Article 9 of the Japanese Constitution in such a way that it will permit Tokyo to exercise the right of collective self-defense. It also stresses that while one immediate goal of the reinterpretation is to tighten the US-Japan alliance, Abe's larger aims still remain unclear.
