This paper provides an overview of the debate on the usefulness and effectiveness of implementing a multilateral regulatory framework for agricultural export restrictions to reduce their negative effects on food security. More specifically, the paper discusses the benefits and costs of export restrictions, the relationship between export restrictions and food price increases, as well as the adequacy of World Trade Organization (WTO) agreements to regulate export restrictions. In concluding, it proposes six options for a WTO agreement on export restrictions.
