This paper examines the background to the debates at the WTO Bali Ministerial Conference in December 2013 over whether existing rules on public stockholding for food security where adequate to enable developing countries to pursue their food security objectives. It also describes the interim mechanism that was agreed on at the conference and discusses some possible options for enhancing food security through trade rules and governance frameworks.
