This paper outlines how the Colombian city of Medellin managed to significantly reduce its rates of violence between 2002 and 2006 as well as the extent to which this reduction was due to the policies of the city’s mayor, Sergio Fajardo. Overall, the authors argue that the process of transformation started before Fajardo took office and that the story of the transformation is actually one that demonstrates the importance of teams, coalitions, and networks in governance reform.
