This paper examines Western and Chinese aid to Uganda, South Africa and Zimbabwe. The authors find that between 2000 and 2011, South Africa received more aid than Uganda or Zimbabwe, possibly due to the high levels of economic development in the country, and that development assistance to Uganda leveled out over the period covered. They also find that China favored Zimbabwe in its aid and that the donors’ actual granting of aid did not match up to their commitments in the three countries covered.
