When it comes to information and communications technologies (ICTs), civil society continues to play a key role in creating both the norms and confidence building measures that guide their use. This publication further explores this truth by 1) overviewing how ICTs are used by state and non-state actors; 2) outlining why civil society is indeed important in furthering ICT norms and confidence building measures, particularly when it comes to international and regional security; and 3) providing recommendations on how civil actors can expand their ICT-related roles.
