This fact sheet provides an overview of the IAEA Safeguards Resolution, which is supposed to reflect the views of the agency’s member states on the implementation of IAEA safeguards to deter the proliferation of nuclear weapons. It also examines the state-level concept - an approach that emphasizes using all available and relevant information about a state’s nuclear program to guide IAEA safeguards activities in a country, instead of focusing on specific facilities – as well as other issues related to safeguards that could be discussed at the 2014 IAEA General Conference.
