This paper lays out Montenegro's proposed 2014-2016 strategy for how to improve cooperation between the government and non-governmental organizations (NGOs) in the country. More specifically, it looks at 1) the proposed institutional framework for governmental cooperation with NGOs; 2) the part NGOs play in public policymaking in the country and how such policy is implemented; 3) the financial sustainability of NGOs in Montenegro; 4) how amendments in the law will better improve the operational environment for NGOs; and 5) the role NGOs play in Montenegro's EU accession process.
