This paper sets out practical steps for how OSCE countries can develop appropriate methodologies and capacities for collecting and maintaining reliable information and statistics about hate crimes. In particular, the authors lay out how states can 1) deal with the reporting and understanding of hate crimes 2) measure responses by criminal judicial systems to hate crimes; and 3) measure the scale and impact of these crimes.
