This paper examines ideas that have shaped feminist engagement with the concept of empowerment in theory and practice as well as a multi-country research program that looks at efforts to bring about positive change in women's lives. In particular, the author examines these ideas and the project so as to highlight lessons for development policy and practice that is focused on how to make a difference in the lives of women around the world.
