This paper assesses the multilateral development financing system by looking at three key funds - the International Development Association (IDA), the African Development Fund (AfDF) and the Global Fund (GF) - in 2013. The author argues that the replenishment of these funds that took place in 2013 shows that there is strong continuing support for each institution. However, he also suggests that challenges face these funds due to their reliance on traditional donors and their limited success in engaging major emerging economies. Furthermore, he examines differences in types of funding for such institutions and changes in their client bases.
