This paper examines the diplomatic role South Korea could play as a 'middle power' in promoting cybersecurity. In particular, the paper examines 1) the importance of a state’s position in a network and how it impacts the behavior of the whole; 2) the technological structure and society of cyberspace; 3) the politics of global cyber security governance; 4) US-China disputes over online hacking, regulatory policies and security; and 5) South Korea’s potential diplomatic role in ensuring cybersecurity.
