This paper investigates the security problems that reprocessing spent nuclear fuel poses, particularly in relation to nuclear non-proliferation efforts. In doing so, the paper first examines Japan’s civil nuclear reprocessing activities and the safeguards Tokyo has implemented to account for and control its nuclear materials. The paper then concludes that spreading national civil reprocessing programs to other countries would not be in the interests of Japan or the US and should be prevented from happening.
