This paper discusses the Security Sector Development (SSD) program that was launched in 2009 to support the development of a more democratic security sector in Burundi. More specifically, the author examines 1) the concept of security sector reform; 2) the SSD’s objectives, structure and approach, and 3) what the SSD program has achieved in its first four years. The author also highlights four main reasons why the SSD program has improved security and governance in Burundi.
