This paper examines the extent to which the Northeast Asian countries (China, Japan, South Korea, and Taiwan) are collaborating to produce green research and development. The author argues that there is clear evidence of coordination across the region with regard to alternative energy and that Northeast Asia is on the edge of becoming a genuine counterweight to the existing dominance of the US and Western Europe in this domain.
