This paper examines 1) those who are responsible for the instability that has plagued Libya since the fall of the Gaddafi regime in 2011; 2) the three blocs of external actors who support organized international intervention in the country; and 3) how external meddling could upend current efforts to promote peace through dialogue and reconciliation.
