This report examines the hypothesis that the Western efforts to recast Russia as a free market liberal democracy have failed. The author argues that Western investment in aid and development have resulted in Russia resembling a kind of "shadow state" found on the African continent. The report also examines the intellectual and policy-oriented currents that steered Russia towards this "third road."
