This paper analyzes the geopolitical, economic and humanitarian implications of the Ukrainian government's November 2014 decision to stop social benefits payments and banking transactions in the eastern Donbas region. It also proposes some actionable ideas for the Ukrainian government on how it can mitigate the negative consequences of this decision.
