This publication argues that the EU needs to make its European Neighborhood Policy (ENP) less monolithic and more adaptable. In practical terms, that means pursuing 'differentiated measures' such as 1) creating a regional energy union, 2) implementing trade policies that aid local economic development, and 3) ensuring that neighboring states play a greater role in promoting democratic reforms, preventing and resolving conflicts, and more.
