This brief discusses the peace agreement reached in March 2015 between the Malian government and separatist armed groups and sets out an agenda for political and security sector reforms in the country. The author cautions however that the three main separatist groups still have to sign the agreement and uncertainty remains around the details of the political reforms being offered. He concludes that the most likely outcome of the peace agreement will be a division of power between the conflicting factions.
