This issue consists of a panel discussion transcript of the 1999 OSCE Istanbul Summit held at the Kennan Institute in October 2002. In Istanbul, members of the Organization for Security and Cooperation in Europe (OSCE) signed a document which committed the Russian Federation to withdrawing its troops and military equipment from Moldova and Georgia by 31 December 2002. In the light of Russia's failure to comply with this provision, the panelists discussed whether this should be interpreted as a failure for the OSCE and to what extent this matters to the US.
